The New Service Paradigm of Internet Access at QUT

Rod Swile and Bryan Thompson

With respect to the Internet Access Service, the historical perspective for QUT was to manage demand. From the late 1990’s to 2007 the primary questions being asked by executive management was “How much are clients using and how much is reasonable for the average client?”.

By using this management method we punished high users of Internet by rate limiting without ever asking the question of what they were doing, what they were downloading, the sights they were visiting, etc.? They may have had a legitimate need for the use, but the University did not have the data to scrutinise behaviour or conduct analysis of what was being downloaded.

The lesson: The data that we don’t have may tell as important a story as the data that we do have.

The need to gather and analyse the data we don’t have now has emerged as a critical question. While it might appear that this is to manage demand, there is also the question of how we can integrate cloud services within the business processes of the organisation.

This presentation will discuss these questions and how technology can be used to meet the challenge.
